Historical Evolution of the Swiss Pension System (AVS / AHV)
From the 1925 Constitutional Mandate & 1948 LAVS Inception to the 2024–2026 13th AVS & AVS 21 Reform
The Swiss retirement model is anchored in the constitutional Three-Pillar doctrine: Pillar 1 (AVS/AHV state basic universal solidarity), Pillar 2 (LPP/BVG mandatory occupational pension), and Pillar 3 (tax-advantaged private individual savings 3a/3b). Evolving from the historic 1947 federal vote into an internationally coordinated pillar under the Swiss-EU Agreement on the Free Movement of Persons (ALCP / Reg. 883/2004), today's AVS features a 44-year full career benchmark (Scala 44), a 1-year qualifying gateway, a harmonized reference age of 65 under Reform AVS 21, and an approved 13th monthly pension payment.

13th AVS Pension Initiative & AVS 21 Full Implementation (2024–2026)
In a historic popular vote on 3 March 2024, the Swiss electorate approved the introduction of a 13th monthly AVS pension payment (13. AHV-Rente) starting in 2026, boosting annual statutory retirement benefits by 8.33%. Concurrently, the final provisions of the AVS 21 reform took full effect, establishing a harmonized reference retirement age of 65 for both men and women with flexible pension drawdown between ages 63 and 70.
§ Federal Popular Initiative 'Better living in retirement' (13th AVS) & Federal Act on the Reform of Old-Age and Survivors' Insurance (AVS 21 / AHV 21)Enactment of the AVS 21 Reform Package
On 25 September 2022, Swiss voters approved the AVS 21 reform package to stabilize the financing of the 1st Pillar until 2030. The reform gradually harmonized the reference age at 65 for women and men (with compensatory measures for the transitional cohort 1961–1969), introduced uniform flexibility in pension drawdowns, and dedicated additional VAT revenue (0.4 percentage points) directly to the AVS compensation fund.
§ LAVS amendment of 17 December 2021 (Federal Decree on Additional Financing of the AVS through VAT)Agreement on the Free Movement of Persons (ALCP / Bilaterals I)
The entry into force of the Agreement on the Free Movement of Persons (ALCP / FZA) on 1 June 2002 extended European social security coordination (Regulation EEC 1408/71, later replaced by Regulations EC 883/2004 and 987/2009) to Switzerland. It established reciprocal totalization of insurance periods completed in the EU/EFTA, non-discrimination for cross-border commuters (frontaliers / Grenzgänger), and exportability of statutory AVS pensions across the European single market.
§ Agreement of 21 June 1999 between the Swiss Confederation and the European Community on the Free Movement of Persons (Annex II - Coordination of Social Security Schemes)The 10th AVS Revision: Individual Splitting & Care Credits
A landmark structural modernization eliminating marital dependency in statutory pensions. The 10th Revision introduced the income-splitting mechanism (halving and attributing matrimonial earnings equally to both spouses), educational and care credits (Erziehungsgutschriften and Betreuungsgutschriften) for family rearing, and phased the female retirement age from 62 to 64.
§ 10th Revision of the Federal Act on Old-Age and Survivors' Insurance (LAVS / AHVG 1995)Mandatory Occupational Pensions Act (LPP / BVG)
On 1 January 1985, the Federal Act on Occupational Old-Age, Survivors' and Invalidity Pension Provision (LPP / BVG) entered into force, transforming occupational pension funds into a mandatory second pillar for all salaried employees earning above the statutory coordination threshold. This realized the constitutional objective that the 1st and 2nd pillars together preserve the previous standard of living.
§ Federal Act on Occupational Old-Age, Survivors' and Invalidity Pension Provision (LPP / BVG of 25 June 1982)Constitutional Anchoring of the Three-Pillars Doctrine
On 3 December 1972, a decisive federal popular vote rejected a socialist 'people's pension' initiative and enshrined the three-pillar model into Article 34quater (now Article 111) of the Swiss Federal Constitution: 1st Pillar state subsistence (AVS/AI), 2nd Pillar mandatory employer-based standard of living maintenance (LPP/BVG), and 3rd Pillar encouraged voluntary private savings (3a/3b).
§ Article 111 of the Federal Constitution of the Swiss Confederation (Cst. / BV)Federal Act on Old-Age and Survivors' Insurance (LAVS 1946)
On 6 July 1947, 80% of Swiss voters approved the Federal Act on Old-Age and Survivors' Insurance (LAVS / AHVG). Launched on 1 January 1948 under Federal Councillor Walther Stampfli, the AVS established Switzerland's universal solidarity pay-as-you-go retirement pillar funded by equal employee-employer payroll contributions and federal fiscal subsidies.
§ Federal Act on Old-Age and Survivors' Insurance of 20 December 1946 (LAVS / AHVG)Constitutional Mandate for Old-Age Insurance (Lex Schulthess)
Following the 1918 Swiss General Strike (Landesstreik), the Federal Assembly proposed a constitutional amendment to mandate federal old-age and survivors' insurance. On 6 December 1925, Swiss citizens adopted Article 34quater of the Federal Constitution, providing the legal foundation for the subsequent creation of the AVS.

Scala 44 & Full 44-Year Contribution Career
A full statutory AVS pension requires an uninterrupted contribution record from age 20 to the reference age of 65 (Scala 44: 44 years or 2,288 weeks). Each missing contribution year results in a proportional career reduction under partial scales (Scala 1 to 43).
1-Year (52 Weeks) Threshold & EU ALCP Aggregation
Under Article 29 para. 1 LAVS, a minimum of 1 full year of contributions (52 weeks) is required for standalone entitlement. Under the Swiss-EU ALCP (Reg. 883/2004), EU insurance weeks aggregate to satisfy qualifying criteria and compute the Article 52 theoretical and pro-rata pension.
AVS 21 Unified Age 65 & Flexible Window
Reform AVS 21 harmonized the statutory reference age at 65 for both men and women. Insured persons can draw their pension flexibly between ages 63 and 70 (or anticipate up to 2 years with an actuarial reduction, or defer up to 5 years with an actuarial increment).
0% Social Security Deductions & Strict EUR Accounting
Public AVS pensions are paid gross with 0% social security deductions at source. Under cross-border engine rules, all Swiss figures and currency conversions (CHF to EUR) are normalized into Euro, subject to progressive income taxation in the state of fiscal residence.
